The Republican-controlled House of Representatives passed legislation to cut $60-billion plus from hundreds of federal programs early Saturday. The measure faces a great deal of oppositon in the Democratic-controlled Senate. In addition to contacting those House members already provided, we suggest contacting your Senators and requesting that any compromises made on this legislation, must include the passage of H.R.589.

I just don't see this bill passing through Congress. While it will pass through the House of Representatives, there's no chance of the Senate passing it and then President Obama has threatened to veto the bill.
How about the Democrats get Republicans to pass S.3706 if they agree to pass S.3706? That sounds like a great deal.

HR 589 isn't retroactive, is it?
The descriptions of HR 589 that I've read say that it's retroactive.
For example : "Would add 14 weeks to the first tier of unemployment insurance benefits and make the new weeks available retroactively to all unemployed workers who have exhausted all of their benefits."

But in the official text of the bill it says :
"SEC. 4. EFFECTIVE DATE.
The amendments made by this Act shall take effect as if included in the enactment of the Unemployment Compensation Extension Act of 2010 (Public Law 111-205), except that no additional first-tier emergency unemployment compensation shall be payable by virtue of the amendments made by section 2(a) with respect to any week of unemployment commencing before the date of the enactment of this Act."
Doesn't that mean that no weeks will be paid retroactively?

It's not retroactive to the point where you get one check for 14 weeks. It's just retroactive to the point where, since it's added to Tier 1, that it allows all 99ers to collect those weeks from Tier 1.

Yes, just as kemcha said above. So, if the bill goes into effect beginning May 1, 2011 and you are a 99er, you would begin collecting your payments as of May 1 and continuing on for 14 weeks, and you would not collect for any weeks prior to May 1.Iyar wrote:The descriptions of HR 589 that I've read say that it's retroactive.

Maybe I can explain it a little better.
If HR589 is passed, the bill says that the benefits are retroactive. Since the bill would add 14 weeks to Tier 1, the retroactive portion of the bill allows various states to apply those extra 14 weeks that are added to Tier 1 and allow the 99ers to be placed back into Tier 1 until those 14 weeks are exhausted. Once those 14 weeks are exhausted, and no further bills are passed, that would mark the end of your Federally funded unemployment extensions.

This bill passed the House by a vote of 277 to 148 on December 17 and was signed into law by President Obama that same day.
Very generally, states offer 26 weeks of benefits to qualified unemployed workers before four tiers (maximum) of federal benefits — dubbed Emergency Unemployment Compensation (EUC) – kick in. Tier I (20 weeks) and Tier II (13 weeks) were created by last year's $787 billion stimulus bill. H.R. 3548, which I voted for last fall, added an extra week to Tier 2, making it 14 weeks instead of 13 weeks, created Tier III (13 weeks) for states with unemployment rates higher than 6 percent, and created Tier IV (6 weeks) for states with unemployment rates topping 8.5 percent. If an individual qualifies for both the maximum of state-paid benefits under the Unemployment Compensation program as well as the maximum of benefits under the EUC program, that person could collect a maximum of 99 weeks of unemployment compensation benefits.
As America continues to recover from its lengthy recession, I understand that there are serious difficulties facing the chronically and long-term unemployed. Currently, emergency federal unemployment benefits, when combined with state unemployment programs, have provided out-of-work Floridians with a maximum of 99 weeks of financial assistance. At this time, however, I am unaware of any pending legislation that would add an additional tier to the federal emergency unemployment program. No, we are not being lied to so don't panic. This is a standard form letter. Realistically there is no bill for a new tier, (besides s3706 that is now dead as far as I know) there is a bill to add weeks for an existing tier. HR 589 adds weeks to tier 1.
Don't let this get you all down. It is frustrating however to know that some of our reps just arent paying attention!!
