Washington, DC – Today, Congresswoman Barbara Lee (D-CA) and Congressman Bobby Scott (D-VA) sent a letter to Speaker John Boehner, House Majority Leader Eric Cantor and House Ways and Means Committee Chairman Dave Camp requesting a meeting to discuss H.R. 589, a bill to extend emergency benefits to long-term unemployed workers. Representatives Lee and Scott introduced the legislation last month, and they want to meet with House Republican leadership to discuss options to address the costs of the bill. The legislation currently has 72 additional House co-sponsors.
H.R. 589 would provide 14 weeks of emergency unemployment benefits to workers who have exhausted all their benefits and are still unemployed. Many of these long-term unemployed workers are relying on this assistance to support their families, make ends meet and contribute to our economy.

Dear Speaker Boehner, Majority Leader Cantor, and Chairman Camp:
Once again we want to express our deep concern for the plight of millions of long-term unemployed workers across the country. Last week’s unemployment numbers reflect the harsh reality that still exists – while the economy is moving in the right direction, too many workers are still looking for jobs. For every available job opening, there are 4.7 unemployed workers. And many of those workers have been unemployed for a year or longer.
The unemployment rate does not discriminate – the challenges that our constituents face in our districts are just as difficult as the challenges that your constituents are facing in western Ohio, central Virginia and central Michigan. We all have a shared obligation to help our neediest and most vulnerable populations in their hour of greatest need.
The letter we sent you last month requested your assistance in extending emergency benefits for long-term unemployed workers who had exhausted their eligibility. In addition, we requested that these benefits be considered under the emergency designation of PAYGO spending rules, a provision that would exempt emergencies from these rules.
We are disappointed that you disagreed with our belief that this is a true state of emergency for these workers. As we outlined in our previous letter, we believe there is a strong moral and economic case to extend these emergency benefits. Economic experts believe that unemployment benefits provide a stimulative impact to our economy by helping to drive consumer spending. So not only is providing these benefits the right thing to do, but it is sound economic policy.
To be clear, we maintain our position that this legislation deserves to be exempt from PAYGO spending rules under the aforementioned emergency designation, but we are committed to exhausting every possible avenue to pass this bill.
Adding an additional 14 weeks to the Emergency Unemployment Compensation Program is estimated to cost up to $16 billion. We want to work with you to identify how best to finance this legislation and ensure its swift passage.

Bottom Line....
This bill should have been originally introduced as being paid for. With the Republican control of the House.
I cannot FATHOM why with all the talk about NO NOTHING UNLESS IT'S PAID FOR, NO MATTER WHAT, why they even for a sencond thought this bill would go anwhere as Labeled as Emergency spending.
Come on now....I'm just a dummy stiting here on my computer in California and I could have told you that it prob. will not go anwhere even it if is paid for. So why start it off with faults. It should have been brought and been paid period. Then at least we would not have just spent 2 weeks wondering why it will not even make it to the floor.
We should have gone to WAR armed and trained. This bill is starting to smell like Stabenow's Senate bill. I am not even convinced they believe it will even go anwhere....I feel like this is LIP SERVICE once again.

I think it's just how politics work. It's part of Sun Tzu's art of war. You have to give the enemy room to move. If you introduce it as emergency spending and the republicans say "no, it has to be paid for" then you can move to have it paid for and it looks like everyone is in agreement. If the republicans said no at that point they would be uncovered as simply not caring about the unemployed and the working class. Their survival as a party depends on fooling the working class into thinking they have their best interests at heart.

This is what I have had a problem with. Why Rep Lee and Jackson didn't just introduce it from the start with offsets of pay-for provisions. Instead, we got this cat and mouse game that has resulted in Congress playing with the lives of the American People.

I think it's fine to carefully take the time and go through the motions but this bill has been languishing for too long and Rep Lee needs to stop playing games with this bill.

We have all been waiting a long time and I am afraid we will have to wait longer. I don't think this will be an easy solution but I am trying to stay positive.

I do not think these @#!%^$ #*(* politicians know what moral's are..To turn there back on people who basically lost there jobs through no fault of there own..Also IMO kept this country running for years by working paying taxes paying into social programs ETC..Plus they know how bad the job market has been..But any way I wanted to say thanks to every one who kept e-mailing faxing calling tweeting..I wasn't able to log in for a few days and this is the first I have heard about Rep.Lee writing to get a meeting with the house leader..But as I read some of the other posts..No doubt Japan will get $$$$..The other day on the PBS news hour..Barbara Bush Mrs.Gates and another lady who i forgot who she is..Where on the show saying how important it was not to cut Foreign aid..How much it helps us and how helping other countries helps us and how it actually creates jobs for us..This was b4 the earthquake and tsunami hit...It might be important but what about the people in this country are we not important!!!Also if the republicans shoot H.R.589 down(after they come up with something to pay for the bill)How big of a bunch of hipocrits will they look like.Not that they care much but with many repubs saying if its paid for im for it...So KEEP UP THE GOOD FIGHT KEEP BUGGING THEM WITH E-MAILS FAXES PHONE CALLS AND TWEETS..GLAD PEOPLE DIDNT JUST QUIT AND GIVE UP...

I don't think Rep. Lee would introduce a bill she knew was DOA. She is trying which is more than most have had the guts to do, knowing it would be an unpopular fight. If she could have gotten it through without paying for it, it would have been great, as historically unemployment is not a "pay go". If we can afford other things to go unpaid, this can as well and I am sure that was her thinking. I don't want us to be seen coming down on her when she is our biggest cheerleader and seems to care.

This thread is dedicated to the movement of HR 589 through the legislative process. OpenCongress.org has updated the number of co-sponsors to 75 today. When it was introduced, it had 67.
Click on the link to OpenCongress and see if your Rep. is on the list - if not contact him/her.
In the mean time, keep contacting Speaker Boehner and Leader Cantor and tell them to bring it to the Floor!
