PA 3 month average now 8.1 for Jul, Aug, Sept -- Now what??
http://www.bls.gov/web/laus/laumstrk.htm
September Unemployment rates for all states were released this morning.
PA is at 8.3% for September
August - 8.2
July - 7.8
3 month average is 8.1%
I'm assuming the second phase of EB will trigger back on again since it is suppose to if the 3 month average is at 8% or higher. Is this correct??
It would remain at 8% or higher going into October also if October's rate is 7.5% or higher.
Any idea how they will transfer back to the second phase of EB or has it been removed from PA altogether regardless of the unemployment rate??

Please do not double post same question in multiple forums. Go to the burea of labor and statistics, that is the official number they use and it is seasonally adjusted.
Re: PA 3 month average now 8.1 for Jul, Aug, Sept -- Now what??
Sorry, I posted this question here because it was directly related to PA. But I posted the other to the general EB forum to let everyone know that the official numbers were released this morning for all states -- not just PA. I was curious to see how other states handled this situation also.
Won't do it again. :=)

Re: PA 3 month average now 8.1 for Jul, Aug, Sept -- Now what??
JustJody, I received my last EB check July 30th for the weekending July 23rd, so I expect to get a letter soon from Pennsylvania telling me I am entitled to 7 weeks of HUB and unless the unemployment rate drops during that 7 week period I hope to get all, if it goes under 8.0 then they will stop the HUB immediately.
That is what I think. Dazed&Confused

Oh I sure hope it works that way for you! Let me know how you make out with this. I still have a few weeks left on EB. It would sure be nice to know that HUB will be available if necessary.

If HubEb triggers back on can someone please post here. Als brother should be eligible for it since his last EB was in June. Its been a tough past few months were in the process of becoming homeless we got no phones and I am only able to get online rarely. Most likely if Hub doesnt trigger back on I am going back to the red cross with my son.

The trigger is ON for 7 more weeks. Checked it out on the DOL website. Don't know when it will start, but it will be within a couple weeks. I KNOW THIS FOR SURE, NOT TO WORRY.

I am probably going back to the Red Cross again with my son. I was staying with Al's brother but he has been without income since June he got done collecting EB in June never collected HubEB. So I hope he can collect Hub which would be a big help. How long is Hub is it 7 weeks for all or more?

Re: PA 3 month average now 8.1 for Jul, Aug, Sept -- Now what??
I found this on another forum. It looks like effective the week of October 23rd PA is now eligible for the total of 20 weeks EB which includes the 7 weeks of Hup EB.
http://workforcesecurity.doleta.gov/unemploy/trigger/2011/trig_102311.html
Still no word on when they will resume payments but since it took a few weeks for them to trigger off once the 3 month average went above 8%, I'm assuming it may take a few weeks for them to start paying again.

Glad to hear the checks will start flowing again for some. Just the fact it's triggered off and now back on says something to the direction things are headed.

Re: PA 3 month average now 8.1 for Jul, Aug, Sept -- Now what??
Per Bls website:
Based on data released by the Bureau of Labor Statistics on October 21, 2011, the seasonally-adjusted total unemployment rate for Pennsylvania rose to exceed the 8.0% threshold to trigger "on" to a high unemployment period (HUP) in EB. The payable period for Pennsylvania in HUP will begin November 06. I was cut off in June and have a balance showing. I am not sure if you have to call in or they notify you. It should be soon Nov 6
is close! I will call tomorrow. If anyone has called please post.

Re: PA 3 month average now 8.1 for Jul, Aug, Sept -- Now what??
I received 4 of 7 HUB weeks for PA. It ended in June when they phased it out. It sounds like from these posts that I'll be eligible for the last 4 weeks? Can this be true? Or am I imagining it?
OMG, I've moved since my last payment, but still have the checking acct open that my pmts were sent to.
I will be SO happy if I am entitled to 3 more weeks! Thanks OP for this info. I hope it's true (I have never trusted the PA DOLI website).
How do I change my address with DOLI? Do I need to do this? Probably, if I want to get those search certifications mailed to me, right?
Sorry for babbling...I have to find that paperwork in my unpacked boxes. I'm so excited. Every little bit helps!

I can't find this info on the DOLI. All I found was "While the legislation signed by Governor Corbett allows the extended benefits program to continue, High Unemployment Period, or HUP, extended benefits are no longer available to Pennsylvanians. The unemployment rate has fallen to a level where federal law does not allow the HUP extended benefits program to continue in Pennsylvania."
from

I'm pretty sure it's old, but I can't find where the site says HUP is back ON. Can you post a link?

I found this:

from the US DOL@

Does PA HAVE TO abide by this or can they not accept the federal $$ and keep HUP shut off?? Does anyone know?

I cant find it either on the site. I sure hope you dont have to call in because Al's brother doesnt have a phone or anything now. So we will see I guess. I guess they will leave him collect it since his last EB was in June.

From what I've read at another site, it looks like it will be effective starting Nov 6. First paper report of search would be for 11/6-12. I'll really believe it when I see it on PA's DOLI site, though.

Re: PA 3 month average now 8.1 for Jul, Aug, Sept -- Now what??
Hi MaryKay,
Thanks for the greeting!
I'm on the forum everyday, but have never posted. I send out the tweets about unemployment and participate in the request that are posted here.
I loss my job with a major company in Philadelphia in August of 2009. I was with the company for 32 years. I never for a minute thought I would have a difficult time finding employment with my experience and all that I would bring to the table. What an eye opener I've had.
But God is good, and I am still here to talk about it. I really just try to keep things moving each day. I'm trying to start my own business, but marketing has been a bit of a challenge. But, I'll keep trying , I won't give up
