First topic message reminder :

September Unemployment rates for all states were released this morning.

PA is at 8.3% for September
August - 8.2
July - 7.8

3 month average is 8.1%

I'm assuming the second phase of EB will trigger back on again since it is suppose to if the 3 month average is at 8% or higher. Is this correct??

It would remain at 8% or higher going into October also if October's rate is 7.5% or higher.

Any idea how they will transfer back to the second phase of EB or has it been removed from PA altogether regardless of the unemployment rate??

Well thanks Dazed. I am not really. This is just such a trying time for all of us, and truthfully, I am not sure with the constant changes in legislation and unemployment rates that all of the Reps are up to speed as they should be.

Please let us know that you have rec'd yours when you do, so other may be able to gauge when they could get theirs if you don't mind.

What I suspect you will get first, is a financial determination to let you know if you are eligible. Shortly after that you should get your mail claims. First payable week is week ending 11/12. If you do not recieve you financial determination by 11/26 you should contact the Unemployment service center. To be on the safe side do your work searches & keep track of them in case you need them.

Thanks so much pinball. I was on the phone with the UC service center in PA asking for help for members, what you have posted is exactly what members from PA will be receiving.

I received a letter from DOL today along with an application to resume EB/HUP. There were 6 questions to answer. You mail it back and they send you EB/HUP claim forms.

Just learned about that one. If there is a break between your EB & Hup you will be sent an application for HUP benefits. Don't forget to keep a list of your work searches.

We received the letter sat with the questions you gotta send back. Which how does that work will they pay you from Nov 11th till now them weeks? Or will it just be current as soon as you get the paperwork?

We are ok at best on the verge of losing our place. We keep telling the landlord money is coming and it hasn't yet. But 7 weeks goes fast then we will be a 99er. But this will get us over the holidays and I am staying with Al's brother it's tough. I hope this comes through. I hope for all the 99ers there is help. Really time to take a look at the situation and the numbers time to stop playing politics and get this done. I recently had a radio interview about long term unemployed I told them about my husband Al. I told him how Al would of worked 3 fast food jobs or anything to keep a roof over our heads. But jobs just arnt there anymore. I may not be on here much but I will never stop doing what I have to do to help the 99ers get help. Right now we dont have a phone so I cant call the UE office to find out.

You should be receiving them Rose. Last week was a very short week in PA - they were off Thurs, Fri, Sat and Sun.

I am sorry if I am approaching this forum incorrectly. I was hoping someone could give me information. I live in PA. I have been unemployed since March 2010. I filed for my last week of EB as of November 14, 2011. I haven't received a notice regarding the HUP-EB which is supposed to be in effect. The state website says to call if you haven't received notice by November 26. I have called the number listed and other UE numbers and all I get is a busy signal. Is anyone else having this issue? Should I be able to collect the 7 week HUP-EB? I am scared, worried, confused...etc. The last person I talked to at UE wasn't very helpful or nice. I still wished her Happy Thanksgiving. Anyone? Please and thank you!

Irishiodine, first let me welcome you to our forum. I am sorry to hear your story and your troubles.

Yes, the PA UC service center is currently overwhelmed with calls. You will not like my answer, but yes, you have to call. You are entitled to HUP EB, and we are currently lobbying for the extension of benefits to Congress/Senate.

I know it's disheartening to have to keep calling, but it's best you do. They will not give information out to a "non" claimant, so it has to be you that calls. Later in the afternoon is always a good time, but remember, many are going back on HUP-EB after the triggers went back into effect, so you are not alone.

You will be required to give all your information and they will mail you the forms which takes 7-10 business days, that much I can give you.

Please get familiar with the site and know you are welcome and will hopefully make many friends here. I know I have. Take a minute and look through the topics scrolling to the left. Much good information for the 99ers and extensions is in those topics.

Again, welcome and don't give up hope. We are all here, so post away.

Thank you so much for the fast response. You have no idea (well then again, I guess you do) how much I appreciate it.

When I received my last EB forms I should have only received 1 for my 13th week but UC sent me 4 forms. I filled out the next form dated for week ending November 26th (which would have been week 14) and mailed it yesterday. Maybe I shouldn't have sent the form yesterday but UC stated on the form letter that they will stop sending you forms when you run out of benefits. I thought perhaps it was their way of staying ahead of the process for those of us still collecting.

I am still waiting my 13th week payment. It took 16 days to get my week 12 payment. Of course the state wasn't concerned how I was going to feed my family Thanksgiving dinner, but as always the Lord provides.

At this point all I can do is continue to pray that the direct deposits come in asap. The bills don't stop coming even if the government doesn't pay us OUR money. I have sent out so many resumes and applications and I haven't heard from one possible employer. I guess at the age of 51 I am not anyone's first choice.

I will continue to try to call and post anything I hear or receive in the mail. Once again, thank you so much for your quick response. It is some consolation knowing I am not in this alone.

It looks like I am on the same week as you are. The last 4 claim forms that you received were for the 13th week of EB and weeks 1, 2, and 3 of HUP EB. I never received a letter either but I believe since we did not have a lapse in weeks between EB and HUP EB we just continue on therefore they probably didn't feel the need to notify us. Continue to mail your forms on the 'mail by' date and I would imagine they will catch up on back payments shortly.

Hi!

I am also on the same cycle. Last benefits were received in June 2011, received the first letter about 2 weeks ago. Answered the questions and mailed it back. Waiting for forms.
When I loss my job of 32 years in Philadelphia at the end of 09, I never thought in a million years that it would take this long to find another job. It's a constant battle to stay positive and not lose my confidence during this long search. But, I have no choice, I just keep pressing on

Thank you all for the input. I have tried calling the number from the UE website at least six times today and still only get a busy signal. I am glad to have this forum to get information as well as share any I receive. If and when I get a payment or letter I wil post here and I would appreciate anyone else doing the same. It is a scary time for all of us. I am just hoping that the payments catch up so I can get bills paid and have a little Christmas for my children and grandchildren. Keep the faith...what choice do we have?

If you were on EB on week ending 11/12, you should automatically transition on to HUP. You only needed to complete the application if there was a break between EB & HUP. Keep doing your work searches and keep sending the mail claims in.

Keep in mind the closer we get to christmas the longer it will take to get your payments because of the postal service getting bogged down with holiday mail.

My week ending 11/12 is showing up on my history as being paid out on 11/29. So while longer than usual, it looks like they are getting back on track again.

I received 4 weeks of HUP EB forms in today's mail. They included the weeks ending 11/12, 11/19,11/26 and the current week ending 12/3.
The same standard EB form instructions were enclosed. I am debating calling them and asking them about the dating of my certification. It seems obvious these forms should be dated the day they are actually signed but DOL does not always seem that logical. I am not sure if I should mail all the forms back in the same envelope either. Anyone have any experience in past benefit interruptions.
