Fake jobs on IDES

I have an account on Illinois Skills Match which is through the Illinois Department of Employment Security (IDES). Most of the time the jobs are awful. Let's see, there are minimum wage jobs, commission sales jobs and nothing but scam jobs. However, the few decent jobs often don't exist! They listed a marketing specialist job and said the employer wanted me to call them. I called them and the employer told me there was no job that existed with them!

I tried calling IDES but lo and behold "all operators are busy". No doubt others are complaining. They are also the same people who told me if I was still receiving unemployment I'd be expected to take this one commission job they were recruiting from.

This is also a fake job offer :

Can someone translate that job add into english for me?

I have been getting a lot of "job offers" in other languages and except for Spanish and French (I can speak, read and write Spanish pretty good and French at a basic level)I don't understand the others.
