They need to track and imprison people that do this garbage and are trying to take advantage of desperate unemployed people.

Real job sites like career builder and craigs list need need to have tighter verification before they put up job postings.

And I can't stand those fake job sites where they say for a fee they can give your resume more access to companies looking for employees. They need to be outlawed and shut down.

Where can we report this garbage?

Avoid at all cost resume blasting services (fax or e-mail). For one thing they charge for a service anyone can do on their own. They also send "generic" cover letters and resumes which may not be built for the job you are applying for (keywords and skills related to the position may be left out).
