good question...Im not sure, but I would imagine 99ers might have to call in just to update the claim?

I imagine it will be set up like it was when tiers 3 and 4 were enacted in late 2009. If you were eligible for EUC08, your state's unemployment office sent you a letter. Here in RI, their website advised if you didn't receive that letter by a certain date, you had to call. I completed the paperwork (nothing to it) and sent it back. I was able to certify again within a week.
Each state does it differently. If and when HR 589 is signed into law, check with your state's unemployment office website. It will advise you what to do and what to expect.
The payments will not be retroactive or a lump sum. It will be 14 weekly payments.
Please continue to advocate for this bill, it is far from being a done deal.

1. It would indeed be an administrative nightmare... who has worked since, etc.
2. Anyone who mentions tier 4 or "tier 5" doesn't understand why it is to be put in T1. Some never saw a T4. Old news.
3. I always said it should be in a "last" tier, whatever you'd like to call it.
