Californian won over $2000 from EDD for widespread error involving those with second claims.

The challenger who wrote this petition won over $2000 from EDD. There are thousands of Californians in a similar position, and possibly the same in every state. The petition is very 'legal' and somewhat difficult to read, but there's an easy to understand 10 step example towards the end.
