Actual Unemployment Rate, Counting Discouraged 99ers

From what I discovered, the actual unemployment rate, if you count the actual number of unemployed workers plus those who are discouraged unemployed who have given up looking for work because of the lack of jobs available, actually stands at 10.7% for January 2011:
