So now that PA is over 8 in there UE rate does that automatically trigger Hub EB back on? And if so can someone collect hub even if they stopped collecting EB in July?

Also, what is the unemployment rate or conditions that will trigger tier 4 back into play? If we are on EB now and never collected tier 4 but it comes back into play, can we go from EB back and collect tier 4?

August - 8.2%
July - 7.8%
June - 7.6%
Based on these figures, unless there is a significant jump in the unemployment rate in the next two - three months, PA will not be eligible for Tier 4.
EUC08, the Federal Extended Benefit Program, expires on December 31, 2011. Extending the current program is proposed in the President's recent Jobs Act.

Doesnt Hub EB trigger on if the states UE rate is above 8?

It is my understanding that Hub EB will trigger on once the 3 month average is 8% or greater. At this point it would take September to be at 8% or greater for our 3 month average to be 8%.

I wonder if they will let my brother in law collect Hub since his last EB check was in july.
