H.Res. 129 - Rule providing for consideration of H.R. 4 – Small Business Paperwork Elimination Act (Rep. Lungren – Ways and Means) (One Hour of Debate) The Rules Committee has recommended another closed Rule, allowing for no amendments to the legislation. The Rule provides for 2 ½ hours of debate, equally divided between the Chair and Ranking Member of the Ways and Means committee. H.Res. 129 allows one motion to recommit, with instructions. H.Res. 129 also would substitute the text of H.R. 705 into H.R. 4, upon adoption of the resolution. H.R. 705 is a similar bill on which the Ways and Means committee took action.
The Rules committee did not allow an amendment, offered by Mr. Crowley, which would have restricted the offset in the bill from taking effect if it raised taxes on individuals below 500 percent of the federal poverty line.
H.Res. 128 - Rule providing for consideration of H.R. 662 – Surface Transportation Extension Act (Rep. Mica – Transportation and Infrastructure)(One Hour of Debate) Making it three closed rules in one week, the Rules Committee has recommended a modified closed Rule, allowing for one amendment to the legislation, offered by the Chairman of the Committee. The Rule provides for one hour of debate, equally divided between the Chair and Ranking Member of the Transportation and Infrastructure committee. H.Res. 128 allows one motion to recommit, with instructions.
The Rules committee only made one amendment in order, offered by the majority side, despite having other amendments offered at the Rules committee. The Rule provides for 10 minutes of debate on the Mica amendment, which would make technical corrections to the bill. It did not allow for an amendment, offered by Ms. Holmes Norton, which would have allowed the District of Columbia to spend its local funds for the remainder of the fiscal year.
H.R. 662 – Surface Transportation Extension Act (Rep. Mica – Transportation and Infrastructure) H.R. 662 continues the reauthorization of road safety and mass transit programs through the end of this fiscal year. The last extension of these programs was contained in the previous Continuing Resolution, enacted into law in December 2010, which expires on March 4th. It would reauthorize these programs at the same funding level under which they are now currently operating.
* Mica Amendment (10 minutes). This amendment would make technical corrections to the legislation, correcting certain drafting errors.

They are playing games with the National budget like they did with the deadlines for unemployment extensions, just a little bit at a time. This way, they don't have to deal with the rest of this problems America is facing today, including unemployment and job creation!

They knew that before going on vacation. They will pull it again for Spring break. Worked last year, why ruin a good thing.
When are they going to be accountable and not take time off. Keep this up and more unemployed older people will be taking early retirement.

Early retirement is still 7 years off for me, and I don't know how I could survive on that. Remember, all the original 99ers have not worked in 3 years. That is 3 years of no contributions to Social Security.
