Congressman David Cicilline’s plan will be unveiled at today’s press conference, but
formally introduced as a standalone bill in the coming weeks. It will
represent the first bill to bear his name as the prime sponsor.

The proposal would create grant opportunities for manufacturers with
500 or fewer workers. Only businesses in states that suffered
unemployment rates in excess of 10 percent from January 2007 through
December 2010, or those that saw manufacturing employment fall by 15
percent or more over that time could qualify.

Today’s Capitol Hill press conference may draw plenty of media coverage.
But the Democratic agenda to be unveiled at 1 p.m. will not become law
this year as currently written.
The only agenda that matters in the U.S.
House of Representatives these days is that of Republicans, who have
the majority and therefore the ability to completely ignore House
Democrats’ wishes should they choose to.

My personal note to Congressman Cicilline:

Sorry Rep. Cicilline, this just doesn't cut it. You represent the poorest half of RI. We won't see anything from this bill until next year. What are we supposed to do until then? Why did the other Rep. from RI (Langevin [D]), who represents Newport County, South County and other wealty counties in this state, co-sponsor HR 589 and you won't.

I voted for you, I worked on your campaign, I was invited by your staff to attend the opening of your District Office in Woonsocket after you were elected in November.

Just know this. I will not vote for you in 2012. You have failed the majority of your constituents in a state with 11% unemployment, and about 30% unemployment in your district.
