Form 8850 Pre-Screening Notice Empty Form 8850 Pre-Screening Notice

It seems like every time Congress adds something to the work opportunity tax credit that's intended to encourage corporations to hire workers with certain backgrounds, i.e., veterans, disabled, long-term unemployed, they find some way to take advantage in an unintended manner. I contacted EEOC and it is illegal to do what two firms have done to me thus far. Also, on a different note the attorney informed me that they are very close to a final decision in two cases involving credit background checks. I sent the following note to several gov't agencies, but have not received a reply -

"How are you monitoring temporary agencies that participate in the above tax credit? Since it was extended to encourage corporations to hire the long term unemployed, EVERY agency that I've applied to made it mandatory to fill out Form 8850. When I suggested that it was not applicable in my case, I was informed that those who complete the form would be given preferential consideration for jobs. " One of the questions asks you if you or a member of your family has received food stamps in the past six months. What impact do you think this has on your wage?
