In order to stem long-term unemployment , the U.S may need to further extend unemployment benefits, according to a report from the Organization for Economic Cooperation and Development (OECD).
The OECD, which calls itself an organization that "promotes policies that will improve the economic and social well-being of people around the world," is headquartered in Europe.
In it's report, "Persistence of High Unemployment: What Risks?," the OECD said that continuing federal unemployment benefits (currently set to expire at the end of the year) could prevent the unemployed from entering other benefit systems (such as disability) from which they would be less likely to exit.
"In the meantime benefits should be made conditional on recipients satisfying job-search requirements and, where benefits are relatively high, they could be made declining with duration," the OECD recommends.
According to the OECD, in the U.S., the long-term jobless make up 8.8 percent of the unemployed population, and long-term unemployment "could eventually result in discouragement and permanent withdrawal from the labor force, especially for young and low-skilled workers."
"The case can be made for maintaining the extension until labor-market prospects have sufficiently improved to prevent individuals from falling into persistent poverty," the OECD said.
Any extension of jobless benefits needs to be coupled with incentives and training measures to help people get back to work lest the unemployed "lapse into dependency," according to the report.

It's sad that those 'outside' our nation have a more clear sense of our situation than our elected 'leaders'?
I have been in disbelief at the ignorance and unwillingness of our 'powers that be' to meaningfully address or even KNOW the facts!
There COULD BE so many opportunities offered by this CRISIS in unemp and housing, instead of the open, growing cracks in our economy. We can not go forward with any success in this nation without the housing industry stabilizing and the promise of investment in homes being maintained and becoming fluid again. So many are being held hostage by their inability to sell their home. Whether it is to down-size, relocate, readjust to new realities of divorce or death, the housing market DOES NOT EXIST for most...
The long term unemp problem is cruel and unusual punishment for young and old alike! This country is scarring the very lives of a generation of those who are unable to get launched into any positions with opportunity to 'pull themselves up'. For those 55+ our country has allowed corporates to inflict insult and injury in the name of greed with no conscience on the inability of the individual to correct or repair.
Not sure how to post but if interested read Huffington Post article, Lila Shapiro on "Trading Down..." with over 60 life story postings of people's actual experiences and attempts to survive the downfall. My husband's story is similiar to many there. Over twenty years invested in career with employer, laid off 12-08 TEN days before Christmas, and forced into SS early. Enough said.
