The longer that you're out of a job, the harder it is to get back into it again, the skills that you would have learned on the job you don't learn; the skills you did have, you start to forget about them,” he said. “There are jobs out there, the problem is that it's again skill mismatch as well.”

Entitlement programs, like unemployment benefits, are also to blame, according to Mann, as they are causing a lack of motivation in American job seekers.

"If you know that you're going to have to be finding something because your benefits will run out very quickly, it is an extra incentive to really go out and find the jobs," Mann said

First there has to be jobs to apply to. Who said that you ever backed off? You really don't forget that much. You just need a little time, because your rusty, but that is no reason not to hire anyone especially if they did the work previously.

I get tired of hearing that you need to hit the ground running. First of all it is against policy most places to run.

Take this "prediction" with a grain of salt. Even analysts like Mann can be wrong. He's simply basing his forecast on the most recent past results.

If in the next 3 weeks in a row, first time unemployment claims drop, and the (official) unemployment rate drops, his forecast will be much brighter next month. Forecasts are never wrong, they're just revised.

Making forecasts based on past results is like trying to drive your car looking through your rearview mirror. If the trend continues in the same direction, you'll stay on the road. However, if there's a turning point in either direction...
